All it is is plant material spiked with JWH-018, and marked up like a billion times.
 
The feds figured out it had JWH-018 in it and it was labeled as a smoking mix. Since the FDA has not approved JWH-018 for any form of human consumption, that let them seize it even though it's not a controlled substance. I wouldn't be shocked if -018 finally gets scheduled in the US before too long - a lot of countries already banned it and/or -073 when serious rumors of JWHs in 'legal smoke blends' really took off with Spice a couple years back.

JWHs may or may not be safe, but selling them unlabeled seems very unethical to me. Then again, if you buy and smoke a mix that does not advertise its ingredients, I guess it's sorta your own fault... It's not like they claimed to disclose what it was as something else, they just didn't really discuss active ingredient(s).

Anyway, if people knowingly choose to ingest a JWH, they would be much better off finding JWH directly rather than small amounts of it heavily marked up and soaked into some random potpourri that you then have to smoke. It's either a bunch of inactive crap and has no benefit to justify inhaling extra crap into your lungs, or it's a mix of other active herbs in which case you're taking an arbitrary mix of who knows what along with the JWH. If I want to combine half a dozen active compounds when I pack a bowl, I will pack 6 different things into it.
