You could mix the drug with the filler and dissolve it all, then evaporate the solvent. Should be pretty a pretty homogenous mixture. However, in general I think its a bad idea putting filler in drugs.

Why? As long as it doesn't shift from filler to cut it is a good way to "normalize" the volume of powdered substances.
Of course fillers should be practically inert, at least in terms of psychoactivity or interaction.
Fillers have a bad name because unknown compounds in ecstacy tablets are thought to be occasionally unwanted or at least not trusted. Or can you think of another reason?
I've had DOB and 2C-T-7 in capsules from other people that were both perfect, I think there was starch with the 2C-T-7 but the DOB I don't know. Apparently they were both prepared adequately because it was all reliable, starch is not soluble in water is it so they wouldve needed something to grind it good.
But I strongly recommend people don't do this at home because its tricky and without a pharmacy degree or something it shouldn't be done. With substances people react so differently to you don't want 'standard hits' ! Which is why I redissolved both the 2C-T-7 so I could use fractions of the hits.

Also, I said "in general". Of course you can pull it of with good results. However in most cases I think its a bad idea that the average drug user would be better without

Take a business card or other fairly flexible material that the 2c-e will not stick to very much.
Put on scale, add the amount you need, pick up the card and bend it and just tap the 2c-e into the capsule with your finger....
Granted your only working with 100mg so liquid measurement would also be a viable method.....
Disolve the 100mg of 2c-e into 10ml of distilled water or other consumable solvent, ethanol would probably work. Its pretty simple to work out how much water to disolve in it for however much you want. You could do 100ml of water and each ml would contain a 1mg of 2c-e.
A syringe is the best method to measure out milliliters.
But you could really just use your scale to measure out water. 1ml of water will have a mass of pretty much exactly 1 gram.....
This way of measurement can get you pretty close to being able to measure things in number of micrograms. granted the more water you wish to use the more accurate you can dose with it....
