LICENSING ARRANGEMENTS FOR PRESCRIBING, SUPPLYING AND ADMINISTERING DIAMORPHINE, COCAINE AND DIPIPANONE FOR THE TREATMENT OF DRUG MISUSE AND ADDICTION
This guidance informs you of changes to the licensing arrangements for prescribing, supplying and administering Diamorphine, Cocaine and Dipipanone for the treatment of drug misuse and addiction. These changes only provide for a transfer of power from the Home Office to the Scottish Government and do not in any way reflect a shift in policy or a promotion of any treatment option over another. The arrangements apply only to applications for licenses from doctors with accredited specialist expertise in managing substance misuse registered with the General Medical Council and does not provide for independent or supplementary prescribers.
Purpose
Currently, the provision of licences to allow doctors to prescribe, supply and administer (or authorise the supply and administration) Cocaine, Diamorphine and Dipipanone for the treatment of drug misuse and addiction is a matter for the Home Office. It is a reserved matter under the terms of the Misuse of Drugs Act 1971 and the Misuse of Drugs (Supply to Addicts) Regulations 1997.
One of the Calman Commission recommendations was to devolve the powers for issuing licenses to Scottish Ministers as they found there was “scope for executive devolution of the powers of UK Ministers to allow some controlled drugs to be legally prescribed by doctors (and therefore held and used legally) for the purpose of treating addiction.” The recommendation was taken forward in the Scotland Bill and will now be enabled by the Scotland Act 2012 with the relevant section planned for commencement on 31 October 2012.

I'm against any agency that exists in order to get the company off with paying proper wages and giving full rights / benefits whether the company using them started them or not.

Me too. Though the Royal Mail example is particularly disgusting.

Ceres - I probably came across as a bit blunt in my questioning, but I imagine your experience of agencies has been mainly in pursuit of a niche / skilled type of employment. For that end of the job market I agree that agencies are more or less the way to go - a necessity even, and it's been that way for a couple of decades at least.

At the lower end, however, they're gangmasters. Pure and simple.
 
I've only worked for one agency and they were labelled the worst agency in the UK at one point. Yet they are used by one of the countries biggest companies, a true British iconic company. They managed to side step the law last year about anyone working for more than 12 weeks in the same position has to get a full pay / benefits by forcing people to sign new contracts absolving them from it...or face the sack.

I've heard of similar (and worse, though not much) - that kind of thing's getting more and more common.

The 21st Century is shaping up to be more Dickensian than the nineteenth. At least it's not America. Yet.

On second thoughts, don't. Just make sure you both have a good 'un! :)
 
It's pissing down with rain here, I've carved the pumpkin, but I've managed to dodge going out trick or treating, wife taking him out and some of his mates and their mums....

I have to stay at home to answer the door to trick or treaters and hand out sweets and stop the dog murdering them....

(and there's nothing untoward about a lone middle aged man welcoming children to his door with a small dog and a massive bowl of sweets)

This sounds like the English version of Dragon Soop (the non-alcoholic, just stinking energy drink version is called Nae Danger. I'm not even joking). Does it look like a can of Relentless? Fucking vile stuff, it's about 9% & charged to the max with caffeine.
