Misc GHB, GBL, BDO & Water---Is this a thing?

So I have a friend who swears that when you mix GBL, GHB or BDO with water that it has some type of strengthening effect that causes it to be more powerful and activates the substance actually itself, however, when I have looked this up or based on my personal experience, I have not found this to be true. With that being said, I'm always up to be proven wrong and I'm curious if this is actually a thing I can't find anything about it on the Internet, but that doesn't mean anything. I figured if anybody would know this would be a good place to ask. So would that being said do any of you know anything similar to this or what would cause this if it is true?

sounds like BS to me, think it's just gonna dilute it, can't think there's any chemical reaction at all, and even if there were wtf is it getting converted into?! best that will happen is it will be absorbed slightly faster but 1ml GBL neat is the same as 1mg GBL in a pint of water, you still had 1ml of GBL, but maybe your skin feels much more moisturised now after hydrating

I actually don't have experience with GBL/BDO but yeah I think its bs as well.
