Gelatin Capsules vs. Paper for Parachuting

I have a bunch of 00 gelatin caps that I used to use for parachuting but I think a piece of toilet paper or rolling paper actually works better. Idk why but I feel like it kicks in faster as opposed to waiting for the gel caps to dissolve (although I'm sure it's the same)

What's the best for parachuting?

Matter of opinion I suppose. As you said, gelcaps take a bit longer to dissolve, but they're a hell of a lot easier for carrying around, distributing etc.
