Funding for education in the US for international students

A friend of my husband has recently moved into our household due to his financial difficulties. He holds a student visa and is studying at an ESL school. He has no $$$ and would like to stay in the US and get more education. Education that matters, not some certificate of ESL studies. He already has a BS degree in engineering. Anyone has any tips on how he can fund his studies on the US? Education here is so damn expensive, let alone for international students.

A friend of mine had the opposite problem. She wanted to attend college in Wales. It was impossible for her to get a conventional loan backed up by the federal student loan process. She finally got a loan at a US bank but she had to have a co-signer that had assets to cover the loan in case of default.
