I have a feeling that they are not giving away so much free heroin that these people are getting high off of it. They get maintanence doses, just so they can make it through theyre day.
If you have been fixing for 5 years and still have a job you don't need the programme obviously as you are holding it together.
This programme like most others is aimed at offering something to chaotic IV users, those most in danger of dying/complications through their use, most European programms are not (intentionally punitive) aimed at making people jump through hoops but have safeguards to prevent diversion (selling drugs on) if you use on top that should be ok, what tends to happen though is that once removed from the chaos of trying to score three+ times a day and the sexwork/criminality that goes with it people have time to reasses their use and weither they want to carry on using untill they die, this along with ongoing support and councilling enables some people to reduce or even stop their use.
while some users will continue to use untill they die at least the quality of thier life is improved and their criminality goes down as well as ensuring quick medical intervention when needed (and it will be at some point if they are fixing, sorry for those in denial IV=health risk)
free drugs is the only reasonable intervention and those opposed are simply narrow in thier views.
why should I pay say the masses? because you are already paying three times the ammount of treatment costs in crime, medical etc and this dosen't even consider the spreading of diseases like HIV, Hep b&c and emotioanl damage to relationships and societies/ families.
