That's not how it works. When talking about doses of a drug, you say the number of mg, regardless of what the bioavailability is. Bioavailability is only relevant for comparing different routes of administration. It just means that 100mg orally is on average about 30% as strong as 100mg injected. 100mg oral morphine IS way too much for someone who has not taken an opioid before.

My thinking behind nasal admin was make it easier to titrate up if the desired effect wasn't obtained (due to quicker absorption) though I take your point on the BA. My only experience has been with rectal and oral use of MS Contin so couldn't comment on the effect of the time-release mechanism on snorting. You're missing out if you've not tried sticking drugs up your bum though.

It's far safer to take too little than too much when you're playing with opioids, especially with no tolerance. Even if just to try to reduce nausea.
IMO, recommending the whole pill be swallowed is not in the best interests of harm reduction.
