Ok, this has really been bothering me.

Let us say that a person has a lot of fun pharmaceuticals lying around, and he really gets sick of prepping every shot for himself. Having a vial with your shot already prepped would save alot of time, and it would be really convenient, along with guaranteeing you get the dose desired.

Lets say you have access to 100% pure product, and sterile water and ethanol, depending on what drug you plan on bottling up.

The only way I could find of filling vials while keeping sterility was using one of these. Needless to say, that sort of equipment is not currently at my disposal.

I guess the question is, how can I fill vials with the preparation of my choice while keeping it safe to inject?

I would simply get heat-proof glass vials with plastic screw on lids. Then, make your solution (using the best products you can) in the vial. Then boil the vial in hot water (with the cap tightly on) for 20 minutes to sterilize the contents of vial. Provided you use sterile needles and you don't leave the cap off for very long, the solution will stay very close to sterile. You can also resterilize the solution periodically if you only use it sporadically.

The best way to have a shot ready, is using those glass vacuum tubes, designed for drawing blood. They are sterile, and work perfectly. I have used them effectively to store oxycontin derived solution.

You dont want the serum seperator ones, just the plain empty glass. I used to work at an animal hospital and confiscated these vials all the time. I would have a shot ready, go to the bathroom, them come out, and the barking of the dogs didnt seem nearly as loud.........

1) refrigeration
2) Don't keep the solution for more than a few days

I have had no problems keeping a solution of 'blank' for 2-3 days in a fridge, injection...no problem

you can send me a PM and I'll give you a website that sells kits to make sterile injectibles. They are mostly for steroids but I see no reason you couldn't do it wtih otehr drugs too.
