So which countries officially allocate funds to terrorist organizations? I don't think you really understood what I was trying to say. Of course, then again there is evidence that the US funds/supports the very "terrorists" they fight, but let's not go into that.

Your second line is accurate though, especially about LE.

It was my understanding that a number of countries openly support terrorism. Maybe less open support than the 80s when Libya led the pack, but I'd say a strong case can still be made for Saudi Arabia, UAE, Qatar, Pakistan, among others, to be official state sponsors of terrorism, if not just terrorist governments.
