does it have to be ever clear or 151?
and with this could I potentially make a solution that is 10mg per 1ml?

I've only used PG myself, But here's a post & thread that might help:

I've found the optimal ethanol/water mixture to be 60:40 or above. That being said, I think 40% (this is standard for hard liquor right?) would work fine. You may just need to use a greater amount of solvent but it should not be too bad. I was able to get ~15mg/mL in 60:40 aqueous ethanol.

So 60/40 would be 120 proof or higher. 151 would probably be your best bet as everclear is tough to find in my area and salting it out makes a mess.
