Seeing how politicians are seen as liars and cheats, I think the ending suited Handy's character (he was noble, helpful and honest). He only entered the mayoral election to be helpful in the first place because they didn't have anyone to run, and to win his girlfriend back (which he did anyway).
The movie as a whole was kindof ok. About a 2 out of 4 stars. Not as bad as the reviews would have you believe but not great either.
