^That's part of the problem. Remember the guy busted with thousands of gurners that turned out to be pipes, so he got off scot free? To any sensible person, he's worse than a dealer with integrity, but to the filth, he's fine, as long as he's not part of the Ecstasy menace,

eh, you can definitely be charged for selling things ostensibly as drugs to the filth. know someone who had it happen selling an undercover chewing gum as crack. i cant imagine why that wouldnt apply selling to a member of public also, but it may i guess

I suppose whenI'mthey're trawling a website, they've got high numbers of actual dealers all well lined up with solid evidence, that they don't need to boost their numbers with frauds. And the number of frauds would be really high too, so it's just not worth their, or the courts, time. Plus, at this point in time, it's probably more of a "project" than business as usual, so it's not all been turned into targets, people are looking at it closely for results because it's all fairly new to them.
If they're out in pub or club or working on a known local dealer, that's actual cops having to go outdoors for hours on end, most of their time is spent standing about or travelling and real life dealers are more likely to do something unpredictable like not actually turn up. So it's expensive to get a nick, Indeed there is a real risk that they might come back empty handed, especially from a club etc. If they stumble upon a few fraudsters while they're out then they might as well book them as at least they've got someone to chock up on the spreadsheet at the end of the shift.
