Well, before anyone had the idea of taxpayer-funded education, the first "public schools" opened for the benefit of those not quite rich enough to employ private tutors to teach their offspring. Open to the public, but you had to pay privately.
It's easy to forget that Pay-As-You-Earn, the NHS and free education for all were only invented in the last century. And very scary to think that they might not last out this one.
EDIT: My personal record waiting for some bladder action is longer than an episode of Breaking Bad. I know this because my Partner in Crime (tm) watched it all the way through before wondering if I had fallen down the hole or something. I gave up in the end. No way it was budging .....
