Drugs that have a 'time-dialation' effect, or those with amnesiac effects will both 'alter' your perception of time. One is a 'true' altered sense, the other is simply a malfunctioning memory.
I read somewhere that the reason time flies when you're having fun of any sort is the brain marks the passage of time by noticeable events. So if you're staring at a clock, it seems to crawl.
Offtopic a bit, but this thread reminds me of how dreams work. Basically, if you sleep through the entire night, you won't remember anything, and the time goes instantly. But if you wake up during a dream, the amnesia process never happens. Kind of how certain amnesiac drugs work. The amnesia only wears off at the end, and only when it does will you be able to look back at the time lost. Before then, there is no amnesia.
Phenazepam to forget a few days, actually... I thought I'd throw that in there
