The ice epidemic is claiming a new type of victim, with an animal welfare group reporting a spike in the number of animals abused or killed by their drug-addled owners.

RSPCA statistics reveal reports of cruelty against animals has soared in the past 12 months, with reports jumping 15,568 to 17,995.

RSPCA Victoria inspectorate manager Allie Jalbert told Fairfax Media some of the most brutal cases reported involved animals being stabbed by owners 'high' on the drug.

"We're starting to see that irrational behaviour of people who are drug-affected is resulting in some much more vicious attacks on animals."

She said they received "frightening" reports every fortnight of drug-affected owners abusing their animals.

``We'll have to take animals out of the situation."

Recent cases had included an ice-fuelled man who killed his ex-girlfriend's rabbit by smashing it against a wall and repeatedly running over it with his car. He was jailed for the crime.

Overall, the rates of animal abuse cases reported across Victoria skyrocketed in the past year, with numbers of abandoned or abused animals, pets left in hot vehicles or left without adequate food and water, jumping in the year ending June 20, 2014.

Compared to the previous 12 months, reports of abandoned animals jumped from 736 to 1364; abused animals went from 1116 to 1211 and lack of food and water jumped from 4654 to 5205.

One of the biggest increases in complaints was in the treatment of farm animals. Reports shot up from 1404 in 2012-13, to 2453 last financial year.

Reports fell of animals being tormented, unsecured dogs in moving vehicles, overcrowding and dog fighting.

Amy Amato from Wildlife Victoria said 274 cases of cruelty against animals including kangaroos, ducks, possums and rainbow lorikeets were made in 2013-14.

A series of high-profile animal cruelty cases may have prompted more people to report incidents than in previous years, Ms Jalbert said. "It's heartbreaking for our emergency response operators and volunteers who have to deal with these cases of such despicable cruelty."

In August this year, a man who had already been banned from owning poultry was found guilty of owning and grooming poultry for cockfighting. He was ordered to perform 240 hours of community service and banned for a further 10 years from owning birds.

Ms Jalbert said the organisation had increased its call-centre capacity, which can now accept cruelty reports 24 hours.

"People also have smartphones in their hands and people can record things. They're using technology to help support their allegations and they feel more confident to report things," she said.

Under state laws, offenders can be banned from owning or caring for an animal for up to 10 years.

Animal abuse laws need to be made much tougher I think. Some people are scum.

Is farm animal abuse really a drug problem? I don't see the link

If you buy any mainstream meat, eggs, or dairy products in Canada or the U.S., you are definitely complicit in massive amounts of animal cruelty.

If you use, say, cancer medication, you are complicit in much worse. I work in that field and the absolute magnitude of the cruelty and slaughter is mind-blowing.

I don't have anything positive to say about directly hurting animals but the truth is the vast majority of the world pays to have animal cruelty occur. I think we should all be more conscious about our involvement in causing animals pain, not just ignore our own involvement and scapegoat people who are more blatant about it.

(Disclosure: I grew up on a farm, and have seen scores of animals slaughtered since I was very young. I grew up with very little respect for animal life and it wasn't until after high school that I began developing empathy for animals and now it is something I am very conscious of. I still like to go fishing, I eat meat/eggs/dairy (although now I pay more for products that come from "organic" farms that have much stricter animal-welfare guidelines), and I haven't quit my job in cancer research, so I'm still selfishly benefiting from the pain of animals, which almost everyone does, whether they want to admit it or not.)

^ yeah you're absolutely right. I don't ever preach to people about their consumption of animal products, but I avoid them whenever it is possible and polite to do so, but I think a lot of 'vegetarians' would be horrified to know about things such as rennet for cheese making to give but one example.
Honestly I think it is a path a lot of green groups are hesitant to educate people about for PR/political reasons.
Each to their own, but y'know, it's good to be as informed as possible IMO.

In most states they are not. Felony with a mandatory min 5 year sentence in the one im living in now I think.

I mean Australia, where the story is based. 'Felony' is not a term used in Austalian law.
Not that I agree with mandatory sentencing in any way shape or form.

I guess it depends whether or not you consider giving antibiotics and steroids to farm animals raised for human consumption 'a drug problem' ;)
(I do)

This post really strikes home, my cute little terrier Rufus was killed by a psychotic tweaker. I recently moved and since I can't keep any dogs at my new place, and my sister in laws sisters kids loved him I agreed to let him stay with them until I could find him a new home. What i didn't know was that she and her boyfriend were heavy, unstable meth users.

Well it wasn't two weeks before I received a call from my old neighbors seeing this disgusting piece of shit kicking my dog up and down the street for hours, throwing him in the middle of a main intersection, yelling at him shit as if he was scared of the little dog. When I got the call I rushed over there to check things out and the pussy was hiding somewhere because pedestrians were yelling at him, all while I watched my best friend die in my arms. He appeared to be suffering from internal bleeding and several broken bones.

This was without a doubt the saddest moment of my life, and I'm litterally holding back tears as I type this post. I've never loved a dog so much and even when I wasn't aware of their shady behavior I felt they weren't deserving of my dog, hence the reason I planned on finding him another home anyways.

Those scumbags were eventually kicked out of their house due to them constantly calling the fire department and police complaining of shit that wasn't even happening, for example he was hiding in his closet convinced the house was on fire and another incident where they were certain someone was after their kids. Soulless, psychotic scum... both of them. I can't imagine what their kids have to go through on a daily basis.

That's fucking horrible man. I'm sorry to hear you relive that.

Was the asshole punished legally (or otherwise?)
I'd have a hard time not causing great physical harm to anyone that did that to my dear cat, and I'm not a violent soul.

What a fucking prick, that's so awful, i'd be so shattered if that happened to my dog. I often get more sad when I lose my dear old pets than when some people die.

Yeah here people who kill pets often get slapped on the wrist afaik. You can murder 30 people and the worse you get is life in jail, my dog could bite someone on the leg and he would probably be put to death for being an aggressive dog (if it got reported).

We called the cops, but since we bad no "proof" (about five neighbors and pedestrians spoke out against him) and he was nowhere to be found there were no charges filed. I would have fucked this prick up myself, but we haven't seen either of them since. Nobody even knows where they moved to after getting kicked out, probably on the streets...

They were kicked out that same day btw, all the neighbors phoned in the landlord with all their complaints. The landlord took all their shit out to the porch and padlocked the house, he said fuck the 30 day notice, cops will be called the second they are seen on the property. Of course, paranoid, they picked up their stuff and never looked back.
