What kind of drug would "freeze" you when applied to the skin?

Freeze as in numb? Something containing a local anaesthetic, lidocaine cream or something.. freeze as in freeze? Dry ice used for treating warts, hehe..

Basically before I ever knew about blue ketamine rocks, my sister made me get a pedicure at a hair salon once and they dumped what looked like blue salt into the the foot bath, and my sensory perception was frozen(almost like time skipped), can I get other people to verify this?

I'm pretty sure they used another drug after because I couldn't remember a darned thing after.
