For hospital and veterinary use, yes. Though there are trials for using it in treatment for depression, though this would be hospital based treatment from what I gathered.

What does Blacklisted mean?

Just that the authorities in charge of Drugs of Dependence monitoring in your state are on to you, and will notify your doctor and/or the police.

Getting in trouble with law enforcement for this sort of thing is rare, but could happen. I have known of methadone patients being kicked off the program for it, do not have any first hand information on people being charged for doctor shopping though. I could look into that next week though possibly.
