Herbal Jah: The American Samoa had the most draconian drug laws in the USA prompted by the Ice epedemic where in the 70s and 80s they had lots of descent buds growing on the Island (had a friend that visited every summer in highschool.) But with the Hyteria surrounding Ice, the laws were changed mandating 2 years in the Territorial Pen for as little as a joint. 2 DAs, one for the Territory resigned because they felt the laws were too draconian. Sound like Oklahoma, ect are on track to surpase it as the most draconian.
As far as the least restrictive- a little trivia. The least restrictive place in the USA for Cannabis was the Panama Canal Zone. In the 20s, they repealed their cannabis laws- there is a very interesting back story behind this. Probably didn't survive the 37' stamp act... but the legendary Panama Red was grown in the Pearl Islands Panama and the Chiva Chiva Trail in the US CZ. Wonder if the CZ cops were strict post WWII or let its use/ cultivation slide. But a fairly large amount was growing, producing flowers, and moving out. I don't think its been available since the 70s. I wonder if Carter handing back the CZ had an effect, or if it was cocaine and coke money. The USA moved out fully on Dec 31, 1999.
