Yeah definitely not, it's alcohol like effects are from alkaloids called "kavalactones"... no alcohol. When making extracts you need to use a solvent to hold the alkaloids obviously. Water, if kavalactones are even water soluble, will cause bacteria growth long term. The second best would be alcohol, this would make for a longer lasting solution and I would imagine it's used to make these extracts appear stronger than they really are since kava in itself feels kinda like alcohol. While I haven't balls out mixed kava with alcohol I would imagine they potentiate each other. I'm sure kavalactones are soluble in PG or PEG but alcohol just seems like the better choice.
