But all right, a precise definition would be difficult to give and some cases are less clear than others. However, if you add physical contact and both parties being aware of the sexual nature of the situation to what LilbabiC said, it appears clear enough to me. Especially when said contact involves genitals.

To me it's all more in the head than in the body and depends on how people involved understand the situation. To give an example, if giving blowjobs carries the same weight to you as shaking hands for most people, then I guess you're justified to say that it's not sex.

Anyway, if I performed a long cunnilingus on a girl and she told me afterwards that it wasn't even sex, I'd feel offended.

Yes. It's a different form of sex. I'd say we had some sex, but wouldn't say I got laid or fucked that person, if I'd just got deepthroat or gone down on them.

"Sex" is all encompassing - I wouldn't say it includes groping (breasts or digital stimulation/finger-fucking) though.
