Why not use ethanol (look up solubilities somewhere), then micron filter binders/fillers and dilute with bacteriostatic water until you reach your calculated dosage:volume ratio? Mind you however that ethanol evaporates very fast, so the container would have to be air-tight. If the alcohol evaporates, the xanax precipitates and will not be dissolved any longer, thus your solution would have unevenly dispersed amounts of alprazolam and you would be unable to guage your dose.
People who want concentrated solutions usually want the dose to pack a punch or for some reason want to IV benzos. It is simply a way to make a diluted solution of alprazolam for precise oral dosing. Of course, if you do not want to intake alcohol, then ethanol is not a way to go, but the amounts would be minute since you are talking about ingesting low doses. For others, do not think this is a way to make an IV solution, it's a no-go and not worth the harm and has no beneficial value (unless ones mouth, nose and anus are sewed shut... I assume this person won't live very long except if he had gills like the dude from Waterworld).
