DEA chief misunderstands cannabis consumption, claims people smoke cannabis leaves

DEA chief Chuck Rosenberg on Wednesday rejected the notion that smoking marijuana is "medicine," calling the premise a "joke."

"What really bothers me is the notion that marijuana is also medicinal -- because it's not," Rosenberg said in a briefing to reporters. "We can have an intellectually honest debate about whether we should legalize something that is bad and dangerous, but don't call it medicine -- that is a joke."

As more and more states experiment with loosening marijuana laws, Rosenberg said that people shouldn't conflate the issue of legalizing recreational marijuana with medicinal marijuana.

"There are pieces of marijuana -- extracts or constituents or component parts -- that have great promise" medicinally, he said. "But if you talk about smoking the leaf of marijuana -- which is what people are talking about when they talk about medicinal marijuana -- it has never been shown to be safe or effective as a medicine."

Rosenberg's remarks coincide with the release of the DEA's 2015 National Drug Threat Assessment Summary, which shows that drug use is up among most types of illicit drugs, except for cocaine. Each day in the United States, over 120 people die as a result of a drug overdose, the report says.

The report notes that marijuana remains illegal under federal law, even as states continue to pass laws approving of its use within their state borders. "Marijuana concentrates, with potency levels far exceeding those of leaf marijuana, pose an issue of growing concern," it says.

Currently, 23 states and the District of Columbia have passed medical marijuana legislation. In addition to the 23 states with medical marijuana laws, 17 more have approved legislation regarding "CBD-only" marijuana. CBD is a cannabinoid/chemical compound of marijuana. That means 80 percent of states have approved some form of medical marijuana.

Meanwhile, Washington state, Colorado, Oregon, Alaska and Washington, D.C. have all passed laws approving recreational marijuana use.

On Tuesday, voters in Ohio rejected a ballot measure that would have legalized cannabis for both medical and recreational use.

Rosenberg on Wednesday said that voters should have an intellectually "honest" debate about legalizing marijuana. "I don't recommend it, but there is other stuff in our society that is dangerous that is perfectly legal," he said.

As for the Ohio vote, he said there are no broader conclusions to draw from the outcome, calling the ballot initiative "a weirdly written statutory scheme."

"I don't know that there are any great lessons to draw from it," he said. He noted that it is an "off-year election, so turnout may be a little bit lower. I see it as anomalous."

Rosenberg also spoke to reporters about rising crime rates. The Drug Threat Assessment Summary says that "Methamphetamine distribution and abuse significantly contribute to violent and property crime rates in the United States."

Even so, Rosenberg said he agreed with FBI Director James Comey, who has suggested that crime rates may be going up in major cities because police officers are too concerned about viral videos to enforce the law. Rosenberg was a senior staffer for Comey before becoming acting DEA chief. When it was pointed out to him that this point of view puts him at odds with the White House, Rosenberg said, "The White House is a building. I'm not sure I know what the White House thinks. I think Comey was spot on."

He added that Comey gave "a thoughtful and measured speech" on the matter. "When you are criticized on the left and the right, you have probably hit it just about perfectly," he said. Both Comey and Rosenberg have encouraged more data collection to more fully understand what is causing a spike in violence in certain cities.

Rosenberg added that he doesn't believe this so-called "Ferguson effect" would apply to federal officers, since they typically don't serve as first responders and don't wear body cameras.

Rosenberg also answered questions about Mexican drug lord Joaquin "El Chapo" Guzman, saying that he's optimistic that El Chapo will be caught and that the U.S. will press for extradition.

What a dick head. Millions of people smoke weed as a medicine for various ailments. And even with many types of buds/heads you get smallish leaves, with bush buds or hydro.

And as teenagers when we were desperate to smoke some green and we had no buds we'd chop up the leaves, mix in a bit of tobacco to make it burn better and not taste as bad as straight leaf and smoke that thru a bong.

It hardly got you stoned, but maybe a little bit. So yeah, we used to smoke the leaves when that's all we had haha. Been along time since I did that tho.
 
Last 2 plants I grew had a good amount of stuff on the leaves so I left the buds kinda shaggy and made butter with the rest.
 
Yeah man even butane on the shade leaves I got a good return of oil for a load of leaves a mate gave me.
 
This guy is just old and out of touch with reality...I bet there is a nice home in which he can play bingo, and yell at "them damn liberals" on the tv.

fergusson effect? I call shenanigans! People are actually just using the only tool at their disposal to add some sort of oversight to police work. I live in orlando. Everyday there is new footage of police officers beating people down. It is disheartening. Now with cameras they are being held accountable for the way they do their jobs. They are not afraid to do their jobs because people are brutally and maliciously filming them, they are afraid to do their jobs because they don't want to get caught doing something that is wrong. What is funny, is that most times officers that break the oath that they have sworn to protect the public and actually end up in court, they are not convicted. Why worry about cameras when an offense gets you paid leave?

if you work in a bank are you angry for being filmed? No its called oversight so that if you break the law you are caught. Body cameras are just another form of oversight and should be implemented immediately because there is not always someone there to film them.
 
Every now and then when I read or hear stories like that I'm just plainly stunned that no one accidentally launched some nuclear missile yet ... 8)

It's really incredible how much we've achieved and how much does not go wrong every day actually seeing the plain stupidity all over the world in high positions ...
 
He has to tow that line of looking as ignorant as possible because if he had to state factual information about cannabis he would end up supporting it, since there is very little data about cannabis that does not come out in support of it.

The DEA culture of playing dumb is exactly how this fuck show of law making has been maintained all these years. They have nothing bad on cannabis so the only defense they have left is to pretend they don't know.

How this kind of shit is allowed at the level of government is beyond me.
 
It's all because ignorance is bliss. They've got away with spewing bullshit because the general public doesn't know better, or hasn't until recently anyway. If the Big Man says so, then it must be the truth, init? Only recently has the average person been given access to other sources of information other than mainstream media, so now hopefully the general public is waking up from the slumber of ignorance. I think that's the reason we started having these movements to legalize cannabis, to decriminalize/legalize drugs to name a few - because people started to understand what load of bullshit they had been fed all this time and decided it was time to start doing something about it. Now of course we aren't quite there yet, as is evident from stories like this; or why this guy and the whole DEA hasn't been disbanded yet. But we're on the right way. I'm rambling though.
 
I watched a great program about the history of marijuana and it was narrated by woody harrelson lol, but it was really well done. It went iii to the history of reefer madness dnd how Mexican migrants were smoking it to relax, and then in order to control the Mexicans they said lets demonize weed...sensational mews reports of Mexicans as strong as 4 men hopped up on the devils weed!

Can't remember the name of the show, but it was like a good 90mins and had some funny editing and stuff.

If anyone could link to it or knows what I'm talking about its worth a watch.
 
I used to think it came down to money, but its control and power.. after all those who print unbacked money will never have need for more

Medical marijuana patients want to see the DEA chief go up in smoke. After agency head Chuck Rosenberg called medical marijuana “a joke” during a Q&A with reporters last week, over 10,000 people have signed a petition on change.org demanding his resignation.

“What really bothers me is the notion that marijuana is also medicinal because it’s not,” Rosenberg said, according to CBS. “We can have an intellectually honest debate about whether we should legalize something that is bad and dangerous, but don’t call it medicine — that is a joke.”

“There are pieces of marijuana — extracts or constituents or component parts — that have great promise,” he said. “But if you talk about smoking the leaf of marijuana — which is what people are talking about when they talk about medicinal marijuana — it has never been shown to be safe or effective as a medicine.”

Angry medical marijuana users have pointed to studies that have found the drug is effective at treating pain and muscle spasms. A meta-analysis of 79 medical marijuana studies that involved over 6,000 patients published in the Journal of the American Medical Association earlier this year discovered “moderate-quality evidence to support the use of cannabinoids for the treatment of chronic pain and spasticity.”
