I don't think there's any kind of clinical definition, but for the most part a date rape drug is one that will render a girl unonscious or near-unconscious, after which the sleazy date-rapist will take advantage of her. Obviously alcohol is THE date rape drug of date rape drugs, but the media doesn't seem to like to acknowledge that fact. Things that have been labelled "THE date-rape drug" are rohypnol and GHB, even ketamine has been called a date-rape drug.
Guy in this area, heir to the Max Factor fortune, used GHB to date rape like dozens of girls. He videotaped it every time and they found all the tapes when they raided his place. I think one of the tapes used as evidence includes him looking at the camera with a girl in the backround saying something like "Nothing like a passed out girl who'll let you do whatever you want to her!"
