After some monkeying around, I've created an easy-to-use mechanism for coke (or any hydrochloride).
Take one Otrivin bottle - light mist variety. They're sealed, and do indeed release just enough that the moisture doesn't run down the back of the throat. It all stays in the nasal passages.
With a sharp knife, poke one hole near the top, below the cap. Drain the bottle.
Take a syringe, and use it to partially fill the bottle with water through the hole. Halfway, perhaps.
Take a soldering iron, and lightly touch the hole to reseal it.
"Mist" about 140 doses into a glass, reopen the hole in the plastic and drain it into the sink.
Into the glass containing the 140 doses, place an 8-ball of coke (a real 3.5g). Swirl until dissolved. Filter off any non-dissolving filler.
Using the syringe, transfer the water/coke back into the Otrivin bottle.
Again reseal the bottle with a soldering iron.
Give it a shake before using it, but each "mist" should contain about 1/4 pt. (3.5g/140 mists). If you'd like smaller doses, increase the water content.
