New provincial laws have had great success shutting down drug dens, but critics question why they circumvent the criminal code

The blue-and-white house had been a problem for years. Shifty characters and weird noises were the least of it; a 2012 drive-by shooting unnerved the neighbourhood, although no one was hurt.

“A lot of people were coming and going at all kinds of strange hours,” said Margaret Larsen, who lived near the bungalow for more than a decade.

The Edmonton home received more than 100 police calls since 2007, and had been under investigation for several years. Then, last week, authorities showed up with a metal fence and sheets of plywood. They evicted all tenants and shut the house for 90 days.

“Oh we’re very relieved. Very relieved. You never know what kind of serious incidents might happen,” Ms. Larsen said, noting that a suspected meth lab across the street burned to the ground several years ago. “When you have a house with those kinds of neighbours, any terrible thing could happen.”

It wasn’t the Criminal Code that shut the problem house: Ms. Larsen, instead, praises the Safer Communities and Neighbourhood Act, the Alberta version of a popular kind of legislation that has been adopted in jurisdictions across the country over the past decade. SCAN laws allow neighbours to anonymously report on “problem” residences and businesses — properties that abet drug dealers, prostitutes, gangs and even people who are habitually intoxicated. Activity that routinely harms the health and well-being of the neighbourhood can be reported.

Great, they can board up your home without proving you broke any laws. :p

Activity that routinely harms the health and well-being of the neighbourhood can be reported.

So if I let out a few loud and smelly farts, and the hydrogen sulfide manages to travel into my neighbor's kitchen while she's eating her garden salad dinner, I'm routinely harming the health and well-being of the neighborhood - and am liable to be evicted by an anonymous caller? Great.

Good now they're homeless

Edit: even people habitually intoxicated!?! I'd fucking murder someone if they got me evicted because I'm always high even if I'm not causing any problems. You know what they say fuck sick people throw them in the gutter to die.

Good now they're homeless

.

Drug abuse by the homeless is a much more in your face problem too. If my neighbours use drugs there is no way I would ever know. Homeless people you see it in the alley or the park, you see the discarded pipes.

"and even people who are habitually intoxicated"

I live in Alberta too and that has a hidden meaning you may not get if you aren't from here. I bet every single person that has been used against is Native. That is what this law is there for, so you can complain about your Indian neighbours but still pretend you are not racist. Nice eh?

This is absolutely ridiculous. I really hope shit like this doesnt catch on. Such an invasion of privacy i cant believe it. Well actually, i can and that is the sad thing.
