Nope and definitely not.
It's a logical idea but Narcan isn't a stimulant. Narcan contains naloxone, itself an opioid, which has a very strong opioid receptor affinity but antagonist effects thereby quickly reversing opioid overdose (i.e. severe respiratory depression).
Speed works completely differently and although it does stimulate your CNS resulting in an increase of heart rate, metabolism and perhaps even breathing, demand for oxygen is going to increase and the opioids will still keep your breathing relatively depressed.
Contact emergency services and begin rescue breathing; CPR if their heart has stopped as well.
