Can Liquid O(tar and water).. go bad?

To get the most bang for my buck I have been buying the tar and putting it in a visine bottle with just a little bit of water. Shit works great. However, since I am not a big heroin user, one 10 dollar piece can last me for a week. Today, I took a nice little drop and it smelt strong i guess, more so than usual and thats cuz i even added a little bit more water. Can this shit go bad?

Yes. Heroin breaks down (I assume to morphine) in a water solution. You are also risking bacteria growing in the solution.
