OTTAWA — It's not clear the Conservatives are getting a whole lot of bang for all the bucks thrown at the illicit drug problem, a new report says.

A consultant hired by the Justice Department couldn't tell whether the Tory drugs strategy is working.

That casts doubt over the value of a multimillion-dollar suite of anti-drug programs, which has formed part of the Tories' tough-on-crime message.

The true cost of various legislation to crack down on crime is at the heart of hearings this week into whether the Harper government is in contempt of Parliament.

The government had refused a request from the Commons finance committee for detailed cost estimates for all crime bills on the grounds they are cabinet confidences. The opposition disagreed.

On Wednesday, the Conservatives capitulated and released reams of documents, which they claim are detailed cost estimates of their law-and-order agenda.

But that paperwork only costs out the programs. Last year, the government wanted to quantify them.

So Justice hired consultant Goss Gilroy Inc., to weigh the costs and outcomes of the national anti-drug strategy.

The strategy consists of prevention and enforcement programs run by several departments, including Health Canada, the RCMP, Foreign Affairs and the Canada Border Services Agency.

Part of the strategy is a TV ad that shows a teen girl in her bedroom singing "One, two, kicked out of school, three, four, snort some more," in a dull voice as she snips off a fistful of her own hair and scratches needle marks into her forearms.

But whether such initiatives really work is another question.

When will people realize that scare tactics do not work versus children, the most effective way to get children to not use drugs is to expose them to them, teach them about the downsides that they have and let them make up their own minds. If you teach children about addiction and negative health effects then they will decide for themselves. If they still decide to do drugs then chances are they were going to do them anyway but at least they'll be educated users.

I remember when I was in school and they used to bring in addicts from the prison to talk to us and yell at us in their jumpsuits and explain that 'drugs land you in prison' as one of the prisoners famously quoted. I remember at the end she asked if we had any questions. I raised my hand and she asked me what it was. I specifically remember asking her "Was it the drugs that landed you in prison, or the laws that make them illegal?" She smiled and the teacher closest to me pulled me out of the auditorium without my question being answered. Guess thatll teach me to ask questions.

Nice =D

Let little kids use crack and heroin. It'll thin the ever-expanding dipshit population that's using all of our resources and not contributing to society. If we kill them before they hit puberty then there's no chance of them making more little retard babies to crowd the world. http://www.southparkstudios.com/clips/155351/retard-babies-butt-sex
Thank you, hadn't seen that in a bit ;P
Oh, and, well, ....... NM, for now I'll just assume everything you said was meant as irony leading up to the clip

Speaking of South Park, the episode where Stan's parents hire an actor to pretend to be Stan's future self that was a drug addict was on. Funny shit about how being honest and direct is the best policy because when you lie about things like smoking pot, kids are gonna realize they weren't true and question everything else you told them about drugs. Not my favorite episode, but they did make a good point.

It's all about drug education in the schools. If the kids are properly educated on the realities of drug use, their benefits and in many cases, very negative consequences. They will make continue to make their own decisions just as they do now, but they will be informed and much safer about doing so when armed with the truth about them.

We can't keep marginalizing such a large portion of our country by putting addicts in jail and sticking them with felony records for the rest of their life. It's only going to lead to much much further problems than we have now.

Yep. They spend millions on tv commericials featuring made-up actors as debiltated drug victims doing extraordinary things to themselves when 'high'. Think it encourages the viewer to 'just say no'.

Most think 'what is this shit?' and do what they'd be doing anyways. If anything, such idiocy makes folk even more cavalier to the real risks of some drug behaviours. Education only works if it's straight, details all sides and let's the student make their own choice. But buttwipe moralists and fundamentalists think propaganda and punishment is the way forward. Think they can beat the devil out ofchildren. Anything except than their looking in the mirror to see the problem.

Sow the breeze, reap the whirlwind. Or buy shares in a contract prison and press for even tougher legislation and even dumber infomationals.
