^what he means to say is that, in some people neuronal structures are more efficient than normal (e.g., in terms of calculation power) and if these people lose a lot of brain mass, can still function normally (although perhaps would be much more intelligent with a normal brain mass)
 
this might be true for the cortex and stuff, the only thing I'm not sure of is how this would work for the lower structures of the brain. Where does the spinal cord connect? It just doesn;t seem possible that the overwhelming complexities of the brain could be represented with only 5% of the brain mass there, it doesn;t make any sense. The source was a conspiracy theory website anyways so this is all rather pointless. You need your brain to live.
 
Perhaps the areas of his brain relating to thought are working properly, but I highly doubt he has retained both his ability to think and his ability to regulate emotion. I would guess that he has some severe emotional disabilities such as impulse control issues or psychopathy. He also may have very poor social skills. The brain does more than just think about mathematics and language. They also did not bring up his coordination skills.
