Highly doubt it. Supposedly borneol has these few medical uses:
As analgesic, anti-insomnia, anti-septic, and bronchodilator
Other than that it is only listed as a constituent of various plant and extract products that are sold as legal highs. It won't be the borneol that makes you high, if that.
But close attention must be paid not to overdose, because this may be harmful. As a chemical it is listed as irritating and dangerous.
Don't try to get a high out of this.
