As far as who invented it, I think it started as a forum for ecstasy users to find harm reduction information. It's somewhere in the FAQs--I know I read it awhile back so I'm not sure on the specifics.
 
Beginning in 1997, there was a small message board hosted on bluelight.net called the MDMA Clearinghouse. The Clearinghouse was a side project for the owner of a design company called Bluelight Designs in West Palm Beach, Florida. The message board could only hold a few threads before they scrolled off the board and could not be retrieved.

There are a couple people recognized as founders by members with early join dates but I don't see attributions made in posts very often so I've sort of assumed that some key early people prefer to not to be credited as starters of Bluelight, at least publicly.
