Actually, there is no vote for "first" or "second" place. The poll only records the number of votes, it doesn't decide or announce who is "first" or "second". If you want to know who came in second place, you can just look at the number of votes.

If there was a second poll for "second place" what does that make the person who got the next highest number of votes in the initial poll? Would they somehow be lower than "second place"?

I think what was more in mind was the ability to vote for 2 people each round, in such a manner as 1st preference and 2nd preference maybe?

That's really two separate competitions. Having more people think that an entry was second-best really isn't as good as having the second-greatest number of people think that an entry is absolutely the best. Life is full of tough decisions.
