No. You can PM staff with questions or about problems but PMing regular Bluelighters is only available at Bluelighter status which is 50 posts + about 24 hours.
 
^ You can PM staff at the moment. You have to have made 50 posts to PM other Bluelighters. And even then, it's not instantaneous at 50 posts--Sometimes it takes 24 hours.
