Is it possible to block another user so I don't see any threads or posts by them?

Yes. In userCP "Edit ignore list' is in the category 'Settings and Options' The menus are on the left there.
You will still see threads but any posts by them will be covered and you would have to choose to see them. You might still get some peek at what they are doing bu other people quoting, just scroll past and they will be essentially gone for you.
