When IV'ing a substance, such as an opiod that has say... 60% BA when taken orally, it the BA always 100%
I know certain substances can't be administered through IV, such as clonazepam tablets I'm only referring to those that can be take via IV ( eg. dilaudid).

Yes I would assume that would be the logic behind it.
All of the drug reaches your bloodstream

Any substance administered intravenously has an absolute bioavailability of 100%.
