I mean, that data is skewed by the fact that homosexuals on average have smaller penises. Almost every gay man I've known had a below average sized penis. I can imagine this same thing carries over to black homosexuals too. As to why this is a thing who knows.

Anything beyond 2.5 standard deviations away from the average length/circumference is classed as a micropenis (if more than 2.5 SD smaller) and a macropenis, if 2.5 SD larger. Some women are activly put off by too large a willy.
