Best Drummer...

One of the BIGGEST attributes that makes a good drummer (or any musician really) is feel. If you don't have a good feel, you don't have shit.

For rock music, Zach Hill is a beast. Brian Chippendale as well.
For jazz, hands down the most profound drumming I've ever heard has been from Okay Temiz, specifically appearing live with Don Cherry and Johnny Dyani on both the albums Blue Lake and Orient. And when you pause during any of the several 30min.+ songs they play and realize that they are improvised on the go, you see what I mean. How those people could come together like that live and put out such diverse, bizarre music while still retaining total control and an (for the most part) accessible flow is beyond me. It was probably even beyond them.

Dunno about the "Best" but i like the legend that is
Keith Moon
David Grohl , not only for his excellent drumming , i like just about all the things he gets involved with.
Travis Barker is also good but i ain't as keen on some of the people he has worked with.
How could i forget Topper Headon of The Clash !
