Benzos Benzo's and pain meds

My doc mentioned that people prescribed Benzodiazepine and pain meds will have to make a choice between the two. It is referred too as the "black box" some term known in the PHD world. I'm not on any Benzodiazepine meds but just wondering if anyone else has heard this. The law just happened recently and he is making the adjustments to his patients currently.
 
A lot of people are prescribed both.. I never heard of this law, might be isolated to where you live. This is why legal discussion isn't allowed.
