Unless I'm mistaken, valium is NOT in any way soluble in water. If you have completely clean and pure sesame oil, you might try that. But don't do it on my word. look that up. There are other benzos that are, but Diazepam isn't one.
Nitrazepam, i think, might be one that is soluble.

Most benzos aren't soluble in water; there may be some that are, but I doubt it. (Valium definitely isn't).
There is an injectable Valium solution -- widely used in hospitals -- which has it dissolved in propylene glycol and ethanol. Don't try and mix this up yourself; you run a high risk of fucking things up and causing yourself harm.
