Anyway to get in touch with a member once they have exceeded stored PM storage?

You could try quoting one of their recent posts and telling them to clear their PM box, but that's kind of frowned upon since it's annoying, so I would recommend only doing it to one of their posts and to add something to the discussion other than just asking them to clear their PM box.
