Most drugs availability is all about who you know, or who your dealer knows or how hard you're/they're willing to search for the chemicals. But, I'm willing to hazard a guess that unless you really really know people who specialise in hard to get shit, I reckon you'll probably never find PCP. Your chances of being offered a line of PCP in a club are virtually negligible IMHO, but you can get it if you're willing to search hard enough, or pay someone enough to do the searching for you.
