Color me one cynical bastard, but this is the basic mechanism by which 'free democracies' take the back door to mandating the way people live their lives. They may not trample on your human rights. But they certainly will play the mean bouncer guarding the access door to everything that isn't strictly defined as a right, even if it's something you need to live a normal and culturally acceptable life.
For a second, I had a ray of hope that these proposed vaccines would at least solve the problem of costly court proceedings and punitive measures taken against drug users / possessors. But now I see that these could be used in tandem very well, to really fuck with people who dare to dabble. Since, as has been mentioned by Ham and PL, all vaccines can be overridden by saturation, this means vaccinated people will simply buy, use, and possess larger quantities in order to get high. This will be the PERFECT excuse for courts to impose harsher penalties for those caught!
