Cocaine Amount of water used in making cocaine base

I have a simple question. In most TEKS I have read online, they say to dissolve the cocaine hcl into water at a ratio of 1 gram per 60 mL of water. Why is it this ratio? Does the amount of water influence the quality and/or yield of the resulting cocaine base? Can a different ratio be used with the same results?
 
Use the minimum amount of water possible. The more water you use the more cocaine gets destroyed through hydrolysis.

I had a feeling it was something like this...so I should be using a saturated solution, yes? I.e. for every gram of cocaine hcl that I want to basify, I dissolve it into 0.4 mL of water?
