Amendment to new Bill appears to offer decriminalisation for the UK!

A proposed amendment to the new Psychoactive Substance Bill by the House of Lords attempts to tag every psychoactive substance, even presently illegal drugs, to the bill, so as to permit their possession along with RC's without risk of prosecution!

Insert the following new Clause—

“Possession for personal use

Possession for personal use of any psychoactive substances, including
psychoactive substances hitherto controlled under the provisions of the
Misuse of Drugs Act 1971, is not a criminal offence."


Another proposed amendment seeks to have cannabis entirely removed.

After Clause 10

Insert the following new Clause—
“Control of cannabis​

(1) Within six months of the passing of this Act, the Secretary of State shall

make regulations to amend the Misuse of Drugs Regulations 2001—

(a) to omit from Schedule 1 to the regulations the substances listed in
subsection (2); and

(b) to add those substances to Schedule 2 to the regulations.

(2)
The substances referred to in subsection (1) are—

(a) cannabis; and

(b) cannabis resin.”​
 
Also appears to be calling for medical cannabis

at end insert—

“( ) Section (Control of Cannabis) provides for legal possession and supply of
cannabis prescribed by a doctor
.”

and free testing centres for drugs

a network of testing centres, readily accessible at no charge to users
and others, at which they can be informed about the identity,
composition, toxicity and potential harms to human health of any
substances brought in by them which there is reason to think may
be psychoactive
.”
 
The Secretary of State shall within one year after the passing of this Act

make regulations for the licensing of—

(a) specified persons;

(b) specified premises;

to sell psychoactive substances determined to pose low overall risk and
exempted under Schedule 1 by regulations made under section 3.
 
Wow. Just wow.

My inner pessimist is thinking that the Government would prefer to keep the present mess rather than legalise anything. On the other hand, supporters of a directly-elected upper chamber might accept legalised cannabis, in the hope of it reflecting badly on the Lords.

They could put this on Netflix.

the government will just ignore these amendments though, surely?

They amend again & send it back to the lords again...

There's still lots of too-ing & fro-ing to go through, I doubt the House of Commons will be too happy with these amendments...
 
Seems like a few recalcitrant lords being cheekily vexatious. The HOL will be dissolved before it's allowed to liberalise drugs laws without significant support in the commons.

..... but the House of Lords would never approve into law, a bill that would do away with them! There would be a constitutional crisis! Storms would rage, the skies would turn black as night in the middle of the day, the winds would howl, the seas would boil .....
 
fingers crossed. legalise and tax all drugs is the way forward, while bringing in much needed money.
