The United States and Canada have very large populations and most people in both countries do not use drugs and most have never used PCP.
I am a Gen Xer and PCP has been around and used since the late 1960s and for sure all through the 1970s when it was used by the baby boomers born in mid 1940s through early 1960s. I am not sure if teens today use it but I am sure some do.

In North America the drugs are strong if you have a good source, or maybe they were high quality as I was in a port city and close to NYC and other major cities in the Northeast? The first time I took LSD at 16 it was so high of a dose I lost the ability to hear and speak, and later had an out of body experience. But the OBE was not like the type people get from or describe as astral projection or near death experiences. I just saw myself from outside of myself or above lying spreadeagle on the bed tripping hard to blue Christmas lights and fractals and zebra striped pinwheels coming out of the light in my room. Not everyone has the same brain chemistry, or reacts the same way to drugs. I know people who took the same LSD in the same dose as their friends who also took it all together. Unlike their friends however, they did not see any visuals or really trip, at all and the experience was more mental for them, and it was not fake LSD or dosed ultra low.I've a feeling that cduggles is going to come and spank all our arses for going off topic soon, so in an attempt to appease her:
I don't find it all surprising that these reports of so called NDEs have common visions. Our brains are biological. They are all built the same way. They are geared toward keeping the body alive and once deprived of oxygen they respond by releasing an excess of neurotransmitters in a last ditch attempt to keep things running. This can result in an hallucinatory experience that may or may not be remembered if revived. Drugs of hallucination are also renowned for provoking very similar experiences within their participants which can be coloured by culture, faith, suggestion and wishful thinking. How this experience is interpreted is up to the individual, but it is surely nothing more than an evolutionary response to the trauma of dieing.

I know people who had similar reactions with magic truffles where they did not see visuals at all even from moderate or large doses.
So some people do not react typically to hallucinogens. According to the original article, only 10% of respondents reported recalling an 'NDE', so are these are the outliers that do not exhibit a typical response to death? Does this mean these are the 'chosen ones' or the freaks..?
I definitely wouldn't be surprised. I frequently feel like nothing around me is real, almost like I could peel a film off from over my eyes and there'd be an unimaginably different reality behind, like we're wearing perma-virtual reality goggles.
