AFOAF was wondering if taking a recreationally dose of adderall for a person without ADD would help in taking serious tests such as the SAT ? Would it do more harm than good, or would it help to keep the person focused ?

Not a recreational dose, but a normal dose will help, yes. However, I think at least part of it is the placebo effect of: "Now I got the adderall, I better get cracking"
It helps to be in the same state when studying and at the test. So if you study on adderall try taking a small amount before the exam. This is called "state dependent learning."
