Amphetamine acts as a vasoconstrictor. It constricts blood vessels thus reducing blood flow to the skin and extremities. Most amphetamines do this, that's why they were initially marketed as nasal decongestants.
I suppose methylphenidate has less of this effect, though a quick google search reveals it too can cause vasoconstriction.
