The 9% water can be removed by shaking with a large volume of oven-baked, finely crushed magnesium sulphate (epsom salts).
As isopropanol is already very polar compared to the "ideal" solvents (hexane, butane, pentane) - a little water is not going to hurt. But like normal ISO hash you'll still pull a lot of chlorophyll etc
Also, what "harmful chemicals"? The other 9% is just water and it's not like you should be using toxic weed for ISO hash anyway
