Tarsarlan, the lady's name is Libby Topp. She is part of the team responsible for publishing the IDRS, or "Illicit Drugs Reporting System"
The report was released in April, but I have no idea whether it is public yet.
I have a copy of three modules, the "Queensland Party Drugs Trend 2001" NDARC technical report No. 114, the "Qld Drug Trends" and the "Recorded results from 96-01".
I recommend everyone interested in the topic to read the Party drugs mod. Try ringing the University of NSW. You should be able to track down someone and perhaps get a copy.
The only real recommendations made are to increase/ continue Peer education programs like ravesafe, and from page 37: (my capital highlights)
